A foreign licence for a tourist

For a trip as a tourist a foreign driving licence is valid: you may drive on your national licence for the permitted period of stay. An international permit is not required in itself, but is useful if you plan trips to neighbouring countries where formalities are enforced more strictly. The main rule is simple: while you are in the country as a guest the document is valid, but as soon as the stay becomes long-term the rules change.

When the exchange is mandatory

A foreigner granted residence in Serbia for more than six months is obliged to exchange a foreign licence for a Serbian one. The period runs from the date the residence is approved, not from the moment of entry, so the decision on status is the benchmark. In practice this means: if you obtained residence for a year or longer, plan the licence exchange. Driving on a foreign licence after that period is a violation, and at a stop it brings a fine regardless of having insurance and vehicle registration.

Which documents to prepare

For the exchange you submit a valid foreign licence and its translation by an authorised court translator, an identity document, proof of approved residence longer than six months, a medical certificate of fitness to drive and confirmation of fee payment. If the surname or name is spelled differently across documents, proof of a name change is required: a mismatch in spelling is one of the most common reasons for refusal. On exchange, categories are retained if they appear in the original document.

Whether an exam is needed

For licences from most countries the exchange passes without retaking an exam: it is enough to confirm identity, residence and medical fitness. But there are exceptions: for certain countries and in certain cases a theory and practical exam is required, because knowledge of local traffic rules and the ability to drive to local standards are tested. If your country is not on the list for exam-free exchange, you will have to enrol in a driving school, complete training and take the exam on the general terms.

The medical certificate and practical details

The medical certificate of fitness is issued by authorised institutions: vision, hearing and general health are checked and, where necessary, further examinations are ordered. The certificate is valid for a limited time, so it is obtained shortly before submitting documents rather than in advance. Submission goes through the police administration for your place of residence: part of the procedure is by appointment, and the check itself takes time, so without urgency it should not be left to the final month. The finished Serbian licence is issued for a set term, while the foreign document is usually withdrawn or marked invalid, so scanning or photographing the old licence in advance is useful.

If you have no licence at all

Those who never held a driving licence will have to train at a Serbian driving school: a theory course, practical lessons with an instructor, internal exams and a final exam. For a foreigner this also means the cost of translating documents, the medical certificate and the driving school itself. Training is possible in Serbian, and some schools offer lessons in English. It is best to start after obtaining residence status and an address: without confirmed documents a driving school will not issue permission to sit the exam.
