How long you must live there
Applying for permanent residence requires two years and ten months of continuous residence in Serbia with a permit. The clock runs from the date you first applied for residence, and that date can be seen only in the residence confirmation. An appointment may be requested earlier, but it must be set for a date when the qualifying period is already accrued: if you apply earlier, you will be refused and the fee is lost. Asking for a specific date is pointless — the MUP gives the first available slot.
Traps that eat your qualifying period
First: any interruption between permits, even one day, resets the clock — counting starts over. Second: if your residence was on the ground of study, the period counts as two days for one, so it accumulates twice as slowly, and before applying for permanent residence you must change the ground to another one — work, business, property. Third, known to few: on marrying a Serbian citizen and changing the ground to marriage, the MUP resets the clock and counts from the marriage date, even if you have already lived in the country for years. That is not in the law, but it is how it is done in practice. One more limitation: if you are joining family, you cannot apply before the principal applicant — either wait for their permanent residence or apply together.
Who can apply immediately
There are exceptions. Children under eighteen can apply together with their parents even if they have lived in Serbia for less than three years — it is enough that one parent already holds permanent residence or has applied. Applying as a whole family at once is possible provided the adults have accrued the required period. Refugees cannot obtain permanent residence — a separate exception.
Passport requirements and what changes afterwards
The passport must be valid both when applying and when receiving permanent residence. After receiving it, however, the situation is better than with a permit: passport data is not stored in the foreigner's card and the card's term is not tied to the passport — it is issued for five years to adults and two years to children. So there is no need to inform the MUP of a new passport, nor to replace the card because of it: replacement is needed only if it has expired, is damaged, or the photograph no longer matches. The only thing that must be reported with permanent residence is a change of address, for which there are eight days.
What to keep
Do not throw away the old passport: it holds the history of your entries and exits, and it may be needed when applying for citizenship or in disputes about periods of absence. The same applies to documents showing the dates of your permits: the extended residence confirmation contains the dates of all statuses, so it is worth obtaining in advance.
How the application proceeds
The process has several stages: requesting the appointment, filing the application with the document pack, an interview at the MUP, payment of the filing fee, then biometrics, payment for biometrics and collection of the card. As with a permit, biometrics are given by every person, including children, and you must attend suitably dressed — trousers only. After receiving the card you can have an electronic signature written to it, which opens access to state online services.
What to do after receiving it
Update your details where the status matters: bank, employer, and where relevant insurance and tax services. Do not forget the eight-day deadline when moving. Keep the documents about your qualifying period — they will be needed when applying for citizenship, where the length of absence from the country is also considered.
What to do step by step
Calculate the date on which two years and ten months are completed and verify it against the residence confirmation. Make sure there are no gaps between statuses and that the ground is not study. Request an appointment no earlier than that date. Gather the documents, including proof of address, the court criminal record certificate and the documents for your ground. Complete the filing and interview, pay the fee. Give biometrics with the whole family. Collect the card, update your details and have the electronic signature written.
Data checked on 11 October 2026: the qualifying period, exceptions, passport and address rules follow the rules in force and current filing practice; individual MUP requirements and practice may change, so before applying follow official information and your own office.
