The first step — reporting the loss

If the card is lost, you do not start by booking a new one but with the police: go to the MUP for the place where the card was lost and file a loss report. The report is accepted and you are given a copy. That copy must be attached to the replacement documents — without it the application is not accepted. So first the report, then everything else.

Booking an appointment

In Belgrade and Novi Sad prior booking by email is required: in Belgrade to the foreigner affairs department's address, in Novi Sad to a separate booking address for foreigners. In other cities no booking is needed — you can simply turn up. In the email state your name and surname as in your passport, the passport number, your citizenship, that the card is lost, and ask for an appointment for a new one. It helps to attach the registration number of the lost card straight away — it appears on a scan of the card or in the residence data — along with a scan of the main passport page.

Two fees

Two payments are made: for the loss — 740 dinars — and for issuing the new card. Both are arranged through the state fee payment service. In the form you enter your name and surname, the thirteen-digit residence or permanent residence number, the street and house number, your municipality, and select the service type relating to the loss of a foreigner's card. The fee is the same for adults and children, with no discounts. And importantly: the residence number you enter must belong to the person you are paying for; if you are paying for a child, enter the child's details, not your own.

Payment: what is better

If you pay by card on the site, save the confirmation of the successful transaction at once — the page or the email with the same text. But practice is this: it is more reliable to choose payment by payment order and settle it at a bank, post office or exchange office. That reduces the chance of the payment getting stuck or going astray, and the receipt stays in your hands.

What cannot be done

There is a limitation worth knowing in advance: a paper sticker cannot simply be exchanged for a card via a lost-passport report — that is possible only together with renewing your residence. So if you have a sticker and want a card, wait for your status renewal. If the card must be replaced for a child, check with the MUP in advance whether both parents and the child must attend: rules differ from place to place.

What to do step by step

File the loss report at the MUP for the place of loss and obtain a copy. Book an appointment by email if you are in Belgrade or Novi Sad. Gather the documents: passport, a copy of the loss report, the lost card's details. Pay both fees, keeping the receipts. Come at the appointed time and submit the documents for the new card. And while the new card is being made, keep a copy of the loss report with you — it is useful if proof of status is requested.
